In 2021, the Independent Office of Evaluation of UNDP collaborated with Voices That Count to use the narrative‐based evaluation method SenseMaker to assess UNDP results and contribution to Youth Economic Empowerment (YEE) in different countries in Africa, Arab states, Asia and Latin America.
Over 300 voices from young people were captured in participatory online story harvest sessions and analysed to understand the impact of UNDPs YEE initiatives to young people and entrepreneurs.
Voices That Count designed the narrative data collection tool (SenseMaker) based on the evaluation questions and thematic focus of the study. We provided training in the use of SenseMaker, facilitated the participatory online harvest sessions and carried out the emergent pattern analysis feeding into the broader evaluation process. In addition, Voices That Count developed a user-friendly dashboard that served as an accessible visual database for the members of the evaluation team to further analyse the narratives and patterns.
